No. Dr. Elsey's, which makes clumping clay litter, says its litter "is not biodegradable" and should not go in the yard or garden, used or not.
Slowly at best. US Federal Trade Commission rules say landfills do not offer conditions where things fully break down within a year. Plant litter that goes in the trash will not vanish fast, whatever the bag says.
No, even if the bag says flushable. California requires every bag of litter sold there to tell buyers not to flush it. UC Davis researchers say to put cat feces in a bag in the trash, because wastewater treatment is not effective at killing the Toxoplasma parasite cats can shed.
